McCarthy Building Companies, Inc., a Texas builder for 34 years, recently welcomed Jeff Billows as the new project director for the Dallas Civil Group. Billows will be responsible for all aspects of project management operations, change orders and claims, engineering elements, subcontractor management, labor relations and environmental compliance.

“We are excited to have an exceptionally qualified, passionate and talented individual like Jeff join our office,” said McCarthy Texas Region President Mike McWay. “He is adept in all elements of construction project management and a proven team player. His previous experience will be a vital asset for our Dallas office’s civil construction team.” 

Prior to McCarthy, Billows gained 12 years of experience with Peter Kiewit Sons’ Inc. in various roles including job superintendent, project engineer and project manager.  Additionally, he oversaw all construction operations on several projects, including a $500 million pontoon construction project for the Washington State Department of Transportation (WSDOT).                                                         

Billows also worked on a casting facility project for WSDOT. He was responsible for design, permitting, contract administration, project controls and compliance with all federal contracting requirements from contract award through the construction of the pontoon casting facility.                   

A graduate of Gonzaga University in Spokane, Wash., Billows earned a bachelor's degree in mechanical engineering and is a Project Management Institute (PMI) certified project manager. He currently resides in Northwest Dallas.
